No power to my 30 amp breaker

Last weekend I was tesing my headlight motors and limiter switches. The headlight motors work but the limiter switches don't stop the rotation of my headlight motors. I spoke with Topher and he told me my problem was the 30 amp breaker. I went to Napa and bought a new 30 amp breaker and installed. Put my tester on the red wire to the 30 amp breaker and I have no power. Looked at my FSM and electrical schematic to trace the red wire from the center rotating Headlamp control relay to the circuit breaker , which goes to the ammeter gauge(which works) and splits off to the bottom plug on the fire wall block, connects to the fusable link and then to the starter relay.

Is it possible that the fusable link needs to be replaced? I guess I will give it a try, as I happen to have a new one. Any comments before I do so are appreciated.
 
Test for power before and just after the link might be something else.

Junk new Chinese breaker? Make sure you have power to it first.
