No speedo

Greetings, I have a 69 RR that I just completed a full resto on. I cannot get the speedo to work though. All the components in the trans (manual) are new, the cable is new. I put a drill on the trans end of the cable and the speedo works. I have 18 inch tires on it. Might that cause it to not work? I know it would not be accurate, but i thought it would still work. Any thoughts?
 
Try attaching the adapter and pinion gear to the cable outside of the car, Then turn the pinion gear by hand to see if the other end of the cable turns. If so, try to install without taking apart, make sure adapter is fully seated and with proper gear tooth range in the 6 o'clock position
 
I had this issue with my car and it turned out that I cross threaded the speedo cable with the housing on the transmission so it wasn't screwed in all the way. A new housing and a more careful me and it worked great.
