You are not allowed to use a handheld cellphone in a vehicle here especially in that circumstance. If you are parked on the roadside you can use it. Not at a stoplight though.
A young teenage girl was driving down a side road in the country. She was texting, ran a stop sign. Nice bright sunny day in early spring. She collided with my wife’s cousins husband, his brother and his mother. His brother and Mother were killed. The young girl broke her wrist.
We have had a lot of deaths due to cellphone use. So strict laws are in effect.
Another case, fellow saw some thieves leaving a farmyard, so he started following them. Called the police with his cellphone and followed some more while giving directions to the police who caught them. Afterwards one police officer said thank you! But you did know you were breaking the law using your cellphone.

I despise cellphone use in a moving car, texting or otherwise. You can always tell too. Twenty miles an hour slower than traffic, can't keep the car in their lane. I'd rather be surrounded by drunks. At least they try to pay attention if they aren't passing out.

I did was sitting at traffic light. I only took phone out to get picture.
