Not sure I see the connection. You think if this was done in say, North Korea that they would be getting out of jail. These people should be 'inconvenienced' to a point equal to the time that was wasted by all the people sitting in traffic and all the commerce that was affected. If there was an accident caused by this cr, they should be held accountable for that as well. If there was no media coverage of this stuff, it would be reduced a lot..
