Define "modern" The instructions that come with it will tell you what to use and how to power it up. Must be careful on the internet. This FBBO Site has smart folks who can help you through your problems.

If I've read you're other posts correctly, you have an MSD box, coil, and distributor- correct? In that case, as the instructions will show, no ballast resistor.
As mentioned above, could not vote due to lack of specifics

I can say with certainty that if it was required with the exact "modern ignition" components that I'd have on hand- I would use it.
Conversely; if the " modern ignition" components I have don't require it, I would not use one.
 
The answer is with what ever the manufacturer of your system recommends. Lots of choices out there as far as different ignition systems and components that CAN replace what WAS factory delivered in the 60's. & 70's. It all depends on what system or mix of components you are using.
 
I do not use a ballast resistor. The electronic ignition instructions, and the electronic fixit shop, say I do not need one. That is good enough for me. I do not need a poll, nor a second opinion.The mighty 318 has been running sweet on the E ignition. So too has my 41 Ford tractor. Same brand of E ignition. Bought about ten plus years ago.
 
Ballast resistor with a Chrysler ignition box and no ballast resistor with a MSD box. I’ve run several of both systems
 
No ballast resistor with mopar electronic dizzy, HEI module, and e-core coil.
