Problems with Air Grabber on 70RR

If I bypass everything and attach a vacuum line from the fitting on the intake manifold to the air grabber valve on the hood it opens right up


If I insert the vacuum canister between the vacuum fitting on the intake manifold & the air grabber valve on the hood (still bypassing everything, switch ect.) It won’t open all the way


Do the vacuum canisters go bad?


Can the vacuum canisters be fixed ?


Also can anybody explain how the vacuum canister actually works?

The canister is bad probably where the bracket is welded to the can itself I've seen them crack from vibration there

I have seen 2 types of canisters one has ridges like the photo below
and the one i have is all smooth, do you know which one is correct?
