Here is my question?: I have the rear end jacked up on stands. The drivers side tire will turn and will also turn the passenger side tire. However, if I try to turn the passenger side tire, I cannot. Is this normal ?
 
I dont think so...
A "Posi" (limited slip) rear-end should spin BOTH tires in same direction
A "open-carrier" should work like this:
... turn right side wheel forward (clock-wise) and the left side shoud turn counter-clockwise.

Correct. If your sure grip is good neither wheel will turn if in gear or park.

Are brake drums on or off?
 
I have rear brake drums. The wheels are on but are on floor jacks. 4 speed in neutral. When I turn the driveshaft from underneath the wheels turn so I must be in neutral because I am no engaging the motor.
 
So wait. What? You can turn both wheels by turning the drivers side wheel, but the passenger wheel wont turn when you try from that side? I dont see how that is even possible

I know, my thoughts were WTF. I took the wheels off , pulled the drums, backed off the shoes, put the drums back on and same issue. So, if anyone has any bright ideas I would appreciate it.
