sure... it needs to be sealed to make its function ( trap moisture ) when installed, not before that with regular air circulating inside.
Althouth I think its really weird it got "vacuumed". I have seem most dryers just getting a plastic plug in cap which doesn't actually seal completelly the dryer, just keeps sure no more air will be moisture treated than which is already trapped inside, and saving from debris
