Wire wheel down to bare metal till it's nice and shiny and rust is no longer visible, treat with ospho or similar to get in the pits, coat with a good epoxy primer or even rust bullet, prime, respray. I would guess you run a trunk mat? If so, the one thing they're good for is breeding rust, and does it fast at that. They hold/trap moisture. Even if you don't, B-body trunks are notorious for water leaks back there, thus your trunk a prime example. Anyways, don't try just some snakeoil rust fighter/encapsulator over the top of how it sits now...it will be back if you do. You need to neutralize it and the best way is to just get rid of it. Good luck

Thanks Prop wash....

do you have a picture of the wire wheel you suggest. I think I know what you are talking about. sorry newbie here to body work.

So you suggest not using the Mat in the future? I think I went outside in the rain once a few months back and this is the result. which is crazy to me.

what about a different type of mat or carpet?

x3 on the ospho. It is a phosphoric acid that converts rust to a paint friendly surface.
Just a few days ago I bought some Osphro at a big hardware store. Now I am a believer!......................MO

I did the wire wheel etc. Wish my floor looked as good as the op"s.

I don't use trunk mats in my cars for this reason. Moisture condenses on the underside of them and eventually rust will form.
