Side marker lights.

Front amber ones 1968 Satellite. On new reproduction, there is a foam gasket about 1/4 + " thick. Does it go between the light bezel and the outside of the body, or on the inside of the body under the large stamped metal nut?. Thanks in advance.....................MO
