Speedometer Issue on 69 roadrunner

I have a 69 roadrunner with a non rallye dash and just recently the speedometer will not go below 20mph. Above 20mph it works fine. If you put the car in reverse I can get it down to 15 but when you stop it again rests at 20mph. It doesn't bounce or make noises or seem to have any other problems. Any help would be appreciated. Sounds like the head needs reconditioning.
