Steering column spacer 1971 RR

Does anyone know if the studs or bolts go through these spacer for Steering Column bracket. If they do the are not lining up correctly. This is why I’m puzzled. It’s almost like the bolts don’t go through these spacers (See pic)

you are correct
they are column mounting points, couple are actually threaded rod.
 
They look a little tight compared to originals… might have to guide the plate on to the studs, then bolt column to the plate… that way you will have the right angle…
