Suspicious hood grommet 1969 charger

Can anyone tell me why this grommet would be here?

Where does it hit on the radiator support? Grommets are for wires and cables. That looks like a rubber shock bushing glued there as a cushion.
 
I never saw one.that's an add on.
 
Just took the hood to get striped so i cant tell were exactly i would hit on radiator support
 
I’ve never seen that either thought I’d check with everyone else
 
that is the grommet that the bolt goes thru on the 1/4 window of a '68-'70 B Body.
 
Was it resting on the rad support from the hood?
 
I didn’t really pay attention before dropping it off at strippers I’ll look when I get it back 3 weeks
 
That’s one of the spacers that mounts the grill to the grill frame on the 68-69 Chargers. No idea what it’s doing mounted to the hood though...
 
No to thick for that i have those on and there’s at least 1/8” difference
