Tail light Bezel Fit

Before I dig into it has anyone experienced a remanufactured rear tail light bezel not fitting flush? (Pic). They look brand new but could have been installed years ago.

I bought the car like this. It is the same on other side.

Just checking to see if there is something I should be looking for.
