Testing gauges

Have the instrument cluster out and replaced the printed circuit. Did continuity test on the temp gauge and had continuity, all is good there.
Did same continuity test on fuel gauge and got nothing. Does this mean that the fuel gauge is faulty?

Edit, have concluded the fuel gauge is nonfunctioning.

Agree.
Had the gauge out of the cluster but couldn't see anything wrong with it.
