So the legal question is: Who's driving? The drunk guy or the horse? LOL
 
Is it still considered being in charge of a vehicle if the horse knows the way home?

So --no need for helicopters and spike strips here.:D -- But if one of them had a gun and had been killed would the "Amish lives matter" group burn down their own town in protest?
 
Not sure how state motor vehicle laws can be applied in a situation where no one is operating a motor vehicle and no state issued motor vehicle license is involved.
People used to fall asleep in carriages all the time and let the horse take them home.

I remember reading an active law in Maryland, that if your wife was driving, apon entering an intersection, you were required to get out and warn other traffic that she was coming through.

I knew of more than one case where a person received a dui operating a bicycle. And also on a riding mower. They loose their license and use these to get back and forth to the local bar...
