Never mind my Frankenstein welding, but are the parts that the torsion rods fit into supposed to rotate freely in 360 degrees?

As long as they rotate around on the inside to provide the adjustment they will be fine.

and Torsion Bars not rods, but that's just for future reference, not to be picky.

Turn your welder up and practice on a piece of similar thickness steel.

What did you use to paint them?

Dulux Metalshield Hammered Finish in Bronze color. Not sure if it's available in USA. Looks like the cosmoline original finish for 1966 and is very durable. Not sure if they were still painted that color in 1971 though.
