I have a 1969 Plymouth GTX with fender tag V6W. Is it correct to say the lower body below the side chrome trim is to be flat black, then the white stripe. Thanks.

The W is a white stripe for sure, but I think the black is a semi gloss, or maybe organisol. I'm sure some experts/owners will come on here and help out.....

V6W is definitely a white stripe, the area below the side chrome should be Organisol if you desire the correct finish.
