Vent or filler tube?

Are these vents or part of the filler tube? This one has seen better days and is cracking. Should I be concerned with changing them? Year One is saying there are two.

So I’m guessing what I showed is part of the filler tune and not the vent? It has some dry rot, I am going to replace it.

The one in the center of your picture is the filler, it is approximately 2" inside diameter.
