Vin/Licence plate lookup

Hi guys, wondering if anyone can help looking up old vins/licence plates in the states for me.
I am trying to find history on my 69 Dodge charger.
I managed to contact the last owner in Washington, before it came to NZ in 2015, who bought the car with a commercial property.
It apparently had been sitting undriven for about 20 years in the commercial property. The commercial property owner had died.
He didnt really offer any more previous history. Sounded like he was'nt really a car enthusiast either and had paid to get it removed from the commercial property and spent about 6k on it to get it running.
I received a build sheet with the car but unfortunately its not correct but very similar.
The previous licence plate is CV52490
The vin is XS29L9G 274991
The previous title number is 0916047206.
Its a Washington car.
Quite possibly a special order from factory and went up there to begin with due to being non a/c and is coated underneath from factory.

Washington is pretty big, and spread out.
Any chance you know of what city?
Local knowledge would only go so far.
Something is up with your plate. 7 digit licence plates would be 3 letters, 4 numbers for car plate, and letter, 5 numbers, letter for a truck plate.

Here's your answer.
When you have a collector plate, the plate number is 52490, and the plate series is collector vehicle. Collector plates are un searchable I've heard.
Did it come from north seattle?
I heard about a black R/T that was stored for a long time and got sold for fees.
The plate number to chase is 765VCD.

I reckon there is a high chance thats it....
What does sold for fees mean?
The guy that was the last owner in Washington is a commercial property agent. He said he had to pay to get it out of the commercial property... Maybe thats the fees...
