Because Oct, Nov, and Dec are double digit numbers. The code was 3 digits with 1 digit for the month and 2 for the date. 9 is Sep. Actually 69coronetrt probably has a more correct answer but that's what I recall from somewhere and it makes sense. The one on my RT is 911.

Earlier years allocated two spaces on the tag for the month so the Scheduled Production Date (SPD) could read 1015 (October 15). Starting in 65, there are only three spaces allocated on the tag for the SPD. Therefore you cannot use two digits to indicate a month. January is 1, which makes sense, but when you came to October, you could not use 10 so Mopar went to the A-B-C designation for October, November and December. A15= October 15th. B15=November 15th and C15 = December 15.
A quick way to determine a '65 model year tag at a glance....Look at the bottom line. It has a three character SPD, five (think 1965) numbers in the Sales Order number and the only year to use the first letter of the model line (V, L, W, R, etc) and two numbers to indicate the make and model.
Beginning in '69 when Mopar went away from three digit sales codes to three character (one Letter and two numeral) sales codes, it's easy to mistake a sales code for the SPD. One has to be aware of where the SPD appears on the tag to distinguish an A-B-C scheduled production date from a A-B-C series sales code.
I've seen people that thought their 1969 model year A12 (October 12th) SPD indicated their car came with a six pack (A12 sales code). They are two totally different uses for the same combination of letter and numbers.
