They haven't used that type of title in New Jersey for decades
So maybe the story is true

Well there are states that allow the VIN to be used. In South Dakota if you have a vin and title that matches you can do what is called a rebuilt title. Not a long process either. Only thing the new title states is rebuilt nothing else. I just done that with a motorcycle. And the form used is for cars , trucks and motorcycles.
