Second from top 'might' be the grommet for the emergency brake cable as it exits the drivers footwell.

The clues are usually in the quantity.

Some go in the floor under the carpet.
Some go in the trunk under the trunk mat/ spare tire
Oblong one goes in firewall/driver's side.
Small ones go in the trunk lid...
Match them up to same size holes.

My thoughts as well...but on my 70Bee, a similar one is under the package tray and is for a steel gas tank vent tube
