If I had to fathom a guess, I'd say that
is a chain grab hook used to pull
heavy parts along an overhead track in an assembly plant or foundry.
Most likely just cast engine blocks
still to hot to handle.
The snake design being maybe
the manufacturer's logo or name
that made the hook.
