Whats this hole for?

there's a multi page thread over at DC.com about the same hole , but I can't find it just now

I remember seeing the thread on it, I think the consensus was it was a fleet vehicle thing, for extra wiring or something along those lines??

Maybe they ran out of firewall holes on the assembly line but just kept going?

Or ran short of plugs and were left with a bin full of holes.
