At full throttle, my parent's new '71 383 Road Runner automatic would shift at exactly 4,500 RPM from first to second and from second to third (per factory 7,000 RPM tach).
Dibbons, Many of the Torque Flite builders sell different governor weights that you can dial in the up shift speeds when in drive.
I think the Max Wedge governor weights are 6000-6200.
The tranny in my car is at 5200
Mine with 5800 rpm Hemi governor weights (stock governor springs though) shifts at 5800 rpm from 1st to 2nd and at 5300 rpm from 2nd to 3rd. I have the 6000 rpm pill/chip in the MSD box and I'll never reach that RPM limit by leaving it in drive and keeping it floored. Before I changed the weights, stock shift point was 4500 rpm from 1st to 2nd like the OP stated. I don't recall what the stock shift rpm was from 2nd to 3rd.
