the black coating on new sheet metal

Any ideas on what to do with it,leave it on and prime and paint or remove it prime and paint? Thanks

Most of the time at least 1/3 of it comes off in welding, grinding, cutting, sanding operations anyways, what's left after you're done, scuff and epoxy prime.
 
I agree if it is indeed e-coat (not all new metal is unfortunately). Rub it with a rag soaked in lacquer thinner. If the coating comes off, you'll need to strip it. If it's unharmed, scuff it and prime away.
