the black coating on new sheet metal

its an electoracoata dipped primer sealer , electrically bonded to the metal just scuff it and prime and go

Most of the time at least 1/3 of it comes off in welding, grinding, cutting, sanding operations anyways, what's left after you're done, scuff and epoxy prime.

I agree if it is indeed e-coat (not all new metal is unfortunately). Rub it with a rag soaked in lacquer thinner. If the coating comes off, you'll need to strip it. If it's unharmed, scuff it and prime away.
