Just curious, why a HP block?
I read that the normal 440 block is externally balanced while the 440HP blocks were internally balanced, is this true?

On the Kansas City craigslist, there are usually 3 to 4 running 440's at any one time for less than $1000.
Nope. There are differences between early and late blocks, but mostly ribbing, and bracing. Cast cranks are externally balanced, forged are internally balanced. Either will swap right into any year RB block (so long as it's an RB crank of course).
Some say the later blocks are a bit better because of the increased bracing, but really doesn't matter unless you're pushing some big horsepower.

And there were changes to cooling passages I believe in later blocks, but again, never heard it matter much at all.

Really? Not arguing at all, but I've never heard that.
All 70/71 440HP and 6PK engines are steel crank,externally balanced.
watch out for the 74 and later model blocks if you are going 4-speed, on many of them the crank is not drilled for a manual trans. I already drilled 2 of them while in the car
