I would like to restore the wood wheel in my 69RR. How do you remove the plastic without busting anything? I see there are three holes in the back but not sure how it is fastened?

remove what plastic?
To remove the wheel simply give the horn button a twist counter clockwise and it will separate from the wheel. then you will have access to the retaining nut. back it off until it's flush with the column stem, disconnect the horn wire, remove horn pad retainer and then attach your puller. Remove wheel.

Sorry Lionized I should have been more specific! I have the wheel off I would like to remove the plastic ring which used to look like wood grain around the steering wheel so I can restore. I thought it would be much easier without having to mask.

Yeah, that'll be way too much work. Clean all of your cracks/gaps with a dremel tool to give them some bite then fill with two part epoxy putty. You'll want the old material there to match what you are going to repair.

Check youtube for videos demonstrating this:

The only reason I didn't restore my own wheel was because I was pretty sure I couldn't duplicate the woodgrain look and texture (more importantly).
