confusing gauge cluster, radio holes are not in usual location

This this is for a 1973 Roadrunner. if you look at the first gauge cluster in these pictures it does not have the knobs both located to the left of the stereo and the main hole for the stereo is not in the same location as every other one I've seen. Not to mention the holes are not indented. Is this a special order Dash for special radio or something?

I'm thinking it was a radio delete because it doesn't have the holes where they should be
 
This has been discussed in another thread recently with another cluster that looked the same, and it was determined that it was a radio delete bezel that someone modified to have a standard aftermarket radio.
 
And you must have cut the radio knobs supports on metal housing of cluster.

This sure appears as a modification to use a standard shaft mount radio for knobs on each side cutting out radio delete. Didn't think this was still an option in '73. What does the back look like? The holes are pretty rough looking; I'd assume some indication of rough cutting and the bracket inside looks like aftermarket radio hanger...
 
It's too bad it was cut, it was probably worth alot, i assume it to be a rare option for delete
