Steering Column Drop

Can anyone tell me how to drop steering column on a 1970 RR? I loosened the 3 bolts on the support bracket, but it isn't budging. What am I missing?? Trying to drop enough to get rallye gauges out.
 
Loosen the bolts attaching the plate to the firewall also. Might have to remove them to get enough clearance.
 
4 holding the plate to the firewall, then 3 or 4 (can check in a minute) holding the bracket under the dash. Should be all

There were 2 at firewall and 3 holding support plate. That looked like all that were holding it up.
 
There are 4 at the firewall plate that have to come out completely, then 3 under the column.
 
Thanks guys for all the replies. The other bolts at bottom of steering column were under the carpet......Doh!!! Now on to getting the gauge panel out.
