I’d say not too much, it’s a low option auto, and looks like there may be quite a bit of rot waiting to be found...?

OUCH ! Run fast. Not to burst your bubble but man the cost will add up fast even if you do your own work.

The tape over the cowl vent tells me it is rotted out underneath. Dutchman rotted, quarters rotted, rockers probably have rust, floorboards. I would look real hard at the trans crossmember, front rails and rear rails.

That needs some serious work, but complete with everything plus new metal? It is still worth $3500-$4500 imho. That cowl rust is a big issue for me.

Your looking at over 10 grand in just outer sheet metal from looking at your pics. Frame rails, torsion bar crossmember would be suspect from the rot I'm seeing from the pics. I'd put on some old clothes and grab a screwdriver crawl under the car and start poking frame rails etc. If the drive train is in the car I WOULDNT OFFER MORE THAN 3 - 4 GRAND...IMO, You'll be all in getting this car nice (75 80 grand) if you do some of the work yourself maybe save some money.

Update
Sorry I didn't catch the "he has 90% of the sheet metal"
15 grand is a tad high even with the sheet metal included (You wont really know how the replacements fit until your knee deep in it). Maybe start with half and go from there... Good luck

looks solid underneath. I would caution about the cowl rot (if its there) as its 4 layers of metal to get to the underside. Maybe its not there and the duct tape was forethought to prevent it? The rest looks like typical unmolested rust. Personally, I would rather see it than not. You can address it and KNOW its solid when your done, instead of buying something on someones word and finding out years down the road when the bondo starts bubbling!

like i said he has all the metal for the car but is asking a to much $15000, front cowl has no rust they just taped it to keep the air from going in they have removed the ac controls that's why they taped it, asked them to remove all the tape so I can have a look

With no rail rust, no cowl rust, maybe $5000 to $5500. It needs a complete restoration. $15k is way too much for that car.

I want to thank everyone with all there input, that's why I love this site
ebay has 68 coronet r/t for 13 grand or best offer three times better than this car, very little work needed.
