1970 Charger: What is the purpose of this panel?

I'm going to speculate that it is probably to stop a "canning/drumming" effect when the air pressure, or lack there of, builds up in that rear window design. Without that reinforcement panel the flat panel would wobble up and down and make a horrible racket.
 
It is there to hold 45 years worth of mouse **** and insulation/pine cones from the squirrels hiding **** hahah!
 
Exactly. You'd think a race car would need more strength and body rigidity, leading to less torsional flex, especially being a unibody car.

And they cut them off!
Didn't the race cars get chassis reinforcement and roll bars etc?

It's a very basic piece that's not really seen, get your welder and some sheetmetal out, and fix it, if you don't want to spend the $250! Having personally test fitted several pieces for AMD, I can tell you that they probably have not recovered the tooling costs on that part, but they made it for us anyway!
