can you use a non mopar carter afb carb on a mopar manifold ,im looking for two carter afb,s that will fit an early 2x4 manifold and all ive found is way over the top priced carbs is yhere some type of throttle shaft adapter
 
Just be careful in your selection. The carbs shown in the link in #2's posting are basically identical as they both require chokes and share the same base drilling and have the same internal choke pull off piston assembly.
IF you look at the '68 - '71 Hemi set up, the carbs have different accessories and fuel connections and operate with progressive linkage. The REAR carb is the primary and the front carb is the secondary. The ftont carb starts to open at ~ 70% of the rear carb opening, with both carbs reach 100% open together. Both Hemi carbs have secondary velocity air flow opened valves above the secondary butterfly valves. The ones shown in the link appear not to have this feature.
The temptation is to over carb the application....which results in poor low speed operation, poor fuel milage.
To snswer your original question....yes..conditionally....provided the throttle bores align with the manifold holes. The carb bases can be re-drilled to match the manifold stud pattern. Choke operation, fuel connections and linkage issues can also be overcome. Just my opinion of course.

I just got rid of my x ram that motor is going into a 64 ex drag car I'm going back to my original plan on a 383 that was in the dc catalog for a NHRA factor of 343 hp I've already got the heads ,ported polished 516 with the bigger valves and a clay Smith cam that's low lift high duration
 
I believe the lever arms are different from the original carters. (We have had this discussion here before, for someone who couldn't get edelbrocks to work on a crossram (@Frustration ?) I would suggest trying to get a throttle linkage setup, then look for carbs. You might ask @khryslerkid about the linkage he uses on his inline dual quad.

I chose the more economical route with a pair of 1405 Edelbrocks and a factory 413 inline manifold. The problem is the secondarys are smaller on the factory four barrels and the manifold has to be opened up in order to use the newer Edelbrock with larger secondary throttle plates. Or find a adapter.

Bought the Edelbrock progressive linkage and the adapter. Removed the front choke plate and used the manual choke on the rear. The progressive set up had the front cylinders running too lean so I locked it out to a one to one. Runs great.

Forgot to add, using this manifold, don't know if you'll find the same on the 383 manifold, I had to round of the bottom of the throttle on the front carb so it would pass the runner. Also using a 1/2" Edelbrock wood spacer to help with clearance and heat sinc. No problems with the rear carb.
