Five hours south of San Diego. Usually U.S citizens can't purchase real estate in Mexico outright (need to arrange a 99 year lease). Add claims one can purchase it.

In Mexico, yes and no. Not legal per se, but there is a hunting club downtown where members have meetings, so there must be a way. Some kind of permit process, I guess.

My brother-in-law here in La Paz goes deer hunting and once asked me to bring him some .22 ammo from the USA. I did not do that for not having known the laws and restrictions.

When I drove an armored truck in San Diego one of my co-workers transferred from an office in New York. San Diego has a zillion cars from Tijuana, many are commuters that go back and forth across the border every day. For whatever reason, there is no checking driver's license, car insurance, or anything when Mexican registered automobiles enter the United States through our ports of entry.

Now to the point of my story. One day the co-worker asked me about the license plates that were stamped "Baja California". Come to find out, he thought they were California (USA) license plates!
 
Good fences make good neighbors. Is the wall along the lot perimeter a locality requirement? Purpose is to keep out snakes and vermin?
 
I've run across a handful of US citizens that didn't know New Mexico is a state in the USA.

Expats can legally own firearms in Mexico, but it’s not like you’re used to. Only certain calibers, and there’s one gun store in the entire country. The legal paperwork is a nightmare.
You can legally obtain a handgun to protect your house, but it cannot leave your house. At all. Ever.
There’s a great article on The Mazatlan Post site, under “expat living.” Tells you all you need to know. Believe me, it’s just easier to not have a gun there.
 
I would say substitute martial arts except for one thing: after seeing all the times a movie or TV character has defended himself/herself against an armed person or persons (firearm, knife, bat, chair) on the screen, I cannot remember even once over the last 65 years ever finding a news article where in real life that actually took place.
