Need Help with 3 speed wiper motor not working.

While the dash is out of my 67 rt I want to try and get the wipers working again. The motor and switch have been tested and work as they should. Im getting power to the pink wire at the switch but nothing happens with the battery and switch on. Another issue is no 12v to the brown wire or any wire at the 4 wire bulkhead connection. I dont know where to continue looking for the problem. My dash harness is not damaged or cut and everything else works on the dash. Any suggestions would be appreciated. Thanks!

If there is a seperate ground wire from the switch to the steering column and its missing could be the problem but it doesnt appear to show one on the circuit diagram. Everything else works ok.

Yes the wiper motor was restored with new ground strap.
