Instrument voltage limiter replacement help

Hey all,
From much research it appears I need to replace my instrument voltage limiter on my '70 Roadrunner. From looking at it, the only way to get my hands on it is by dropping the steering column.

I've already taken off 3 nuts with washer from the bottom steering column bracket and the column dropped about 3/4" and that's it. I have never replaced one and don't want go any further for the fear of damaging something.

What steps are taken next, I must be over looking something else but can't seem to see what.

any help would be greatly appreciated

If just trying to drop it lower you can remove the screws securing the mounting plate at the firewall. The screws are accessed from inside and under the dash. At least that applies to 66/67 cars, I think 68-70 are the same. Remove the screws and the column should drop to where the rim rest on the seat cushion (if seats installed).

Or are you wanting to remove the column?

Seats are installed, I just need to lower to seat (if needed). Previously I had removed the two bolts that attach the floor plate of the column (from inside) to the firewall as well as the three washers and nuts at the column bracket. After that I figured it would of dropped to the seats but it didn't.

So I stopped...I didn't want to force anything until I asked for advice.

At this point, the column bracket is still affixed to the column even though I removed three nuts and washers. Should the bracket pop off or am I missing something else.
The steering column does flex downward but only about 3/4".

Also, there are solid-state voltage limiters available from some aftermarket parts suppliers.
 
I've been looking at the same drawing as above. There must be something else holding the column up though. It feels like there's to much resistance on the column to just lower with ease.

Take off the 2 nuts at the dash then the 3 bolts at the firewall...it'll move then
 
Click on the link to the service manual in post #6 and go to Section 19.
 
You have to take out the bolts holding the floor plate to the firewall for the column to drop onto the seat.
 
It should simply drop although the plate will pull away from the firewall a little. Not sure about your exact year but on my 66/67 cars there is a small column seal plate that bolts with two bolts to the firewall seal plate which in turn bolts with 4 bolts to the firewall. Sounds like later cars use a 3-bolt plate.

You will have to knock the roll pin out of the coupler to get it to pull back or remove.
 
I think you are missing one bolt. Four on the floor plate and three nuts and one bolt on the column. It will drop down to the seat then.
 
Thanks everyone for helping out. 4 bolts on the floor plate and 3 nuts/washers for the column bracket.

Every gauge (fuel, alt and temp) works except the oil. So I'll have to look into possibly a new sending unit
