1970 Super Bee ****

If you are referring to the 70 Super Bee standard "pitchfork" hood:

Yes you can make it a fresh air hood.

Unlike say, a "Cuda hood, which has solid simulated intakes and no openings in the sheet metal on the hood behind them, you can remove the trim on the 70 Bee intakes and they will flow air into the engine bay.

If you were industrious, you could fabricate and plumb a forced air system.

..and yes, I figured it could be made functional. As a matter of fact, I picked up a complete A12 6bbl carb base plate, foam hood seal, and air cleaner cover for my 70 Roadrunner, in case my aftermarket intake needs "custom" work for the N96 hood to work. That and opening up the 2 scoop holes, trimming the seal to fit the hood structure, and VOILA, I believe that would do the trick.

I think I just may have to look into this a bit further? Anyone have a power bulge hood that they’ve converted into a functional Forced air intake photos???
 
There are 2 trim pieces IIRC that need to be removed, a black block off plate and a kind of a drain rail piece below it.

IIRC 2 or maybe 4 screws.

...and once done you can't really tell by looking unless you get up close.

...and I'm sure a nice, black steel mesh would dress the holes up nicely and keep "the big stuff" out.
