Painted bumpers makes me think that was a short cut as opposed to having re-chromed, which I know first hand is expensive.

Indeed it is. If you have a rusty bumper, refinishing and painting it is a more affordable alternative. And on some B-Bodies, looks great (IMO, not every car has to look like a dozen other stock-looking restorations). If I did my '70 Charger that way, it'd look like a bazillion other F8 olive-green Chargers. Meh.
