Our clothes dryer, which I think we got around 1982 is still going strong. I've replaced the belt a couple of times.

Oh, I completely agree. In this case, the artist depicted a nice looking Charger with burned out headlights.
Or, since the side marker lights aren't on either, perhaps the whole wiring harness was shot. Talk about pushing the artistic license! Maybe the artist had a car just like it and was tired of vacuum leaks and wired the lights open? I actually don't think that the headlights being visible detracts from the look of this car. I used to drive around with a 1968 LTD with the hidden headlight covers wired open....because, you know, vacuum leaks. At 19, I didn't know anything about cars or how to fix stuff on them (except for the C4 that I rebuilt in my Torino, following the shop manual. My first car repair.)
