They look like cutouts, which makes the fact that the pipe isn't connected to the exhaust system even dumber.

I believe they are an electric active sound system, to simulate different engine sounds as well as fake backfiring or turbo blow-off sounds. Borla makes such a system for electric cars.

They knocked off the original muffler system and straight piped it. The inner pipes were part of the factory open pipe system.
They kept them so it looks stock
