seat belt clips

Hello. I would like to ask a general question regarding the proper placement for the seat belt clips for the shoulder straps on a 69 charger. I have purchased these new and need to know the proper location. I looked and there are no holes for these in my car that I see. I know the originals had a snap by the coat hook ( I do see those holes drilled). Were these clips an accessory added as an option to keep the belts tied up and placed where needed or were they in an exact place on every car for driver and passenger sides? Any pics or help would be greatly appreciated. If a tape measurement could be provided from a reference point would help also.

Those are 1970 shoulder belt clips.
 
On a 69, the buckle/receiver attaches to a male buckle at the outer visor mount. The far end is anchored with the plastic cover, as in your picture. The "loose" end has the elastic and snaps in the roof near the coat hook, so it doesn't hang (which almost all do). 1970 got those retainer clips, and not the 69s.
