Anyone know how I can get a title in Pennsylvania?

I got this rust free ‘68 Satellite in 1988 for $250. The guy couldn’t find the title. The car is from Arizona, and he was the 3rd owner. I tried calling Arizona DMV years ago and they said that any car not registered for 5 years gets purged from the system. I wonder if it was used in a nefarious way if the information would suddenly appear? Anyway, I blew it by not taking advantage of the Vermont loophole where you’d send them a bill of sale with the VIN and they’d send you a plate and registration. A bunch of YTer’s brought about the end of it by informing others, and a lot of grey market cars from South America that were stolen. Any ideas would be appreciated.

You will probably have to give PenDot the vin number with pictures and a bill of sale. They'll do a search to see if it's legit. Call them and tell them what you're situation is. Post your reply. Good luck!

And needs a lot of things to get it road worthy. I have a couple 440’s and an 18 spline box for it. But I won’t put anything into it until I own it legally. I’ve had the thing for 37 years now. :^]

I've heard of doing that also. You could use a trailer if you have access to one. I'd still call them and see what's involved now days.
 
I did have the local police run the VIN through NCIC before I purchased it. It didn’t show up, meaning it wasn’t stolen or had an unpaid lien.

I was told it had to be running and driving and be able to pass a safety inspection. Then they would give you a reconstructed title and a state VIN. To me that’s too much to ask.

Insurance is a problem with a reconstructed title as well.
 
This is the only place I know if these days and will probably cost $1,000 or more to get it done. I have had friends use this place.

Yeah, it’s funny. I got the info from Vermont DMV. That’s who they used. And with the Haggerty value on the car it would have been about $400 to get it myself. Like I said in the OP, I snoozed. I wonder what state they are using now instead of Vermont. They are in Maine, and that state doesn’t do it. By “do it” I mean issue a registration through the mail on a bill of sale and a VIN only.
 
Check with Alabama for some reason there maybe something there to help. I think there is a company from there that does it. I don’t recall the name I seen it in a car magazine.

I also asked on the B body page on FB. A couple others suggested that as well. But unless they will issue a registration with just a bill of sale and the VIN through the mail… That’s what Vermont did until a couple years ago.
 
Almost any service these days requires a police inspection and an NCIC search.

At least you got the NCIC done before they pretty much closed that down.

Hopefully you have the paperwork.

The only paperwork I have is a “bill of sale” I had the guy sign. I don’t even think it was dated or had the VIN on it. Hey… I was 22. Arizona says they have no info on it, or anything after 5 years of dormancy.

That's the process in MD for a registration...or, for a vehicle that has been insurance-totalled. Lost title? I don't know.

I have an 86 Shelby GLHS that I need to do this for though...but in MD.

Bought a car 73 or older, didn't transfer it into your name, and lost the registration?

As long as you have a bill of sale and it has been over 2 years.
Go to DMV and tell them exactly that, we'll don't say, it's been over 2 years, say it's been 8 years, aka a number >2.
They'll push back, maybe, a little, doesn't take much, they hand you a form.

Fill it out there, turn over form, bill of sale, proof of insurance.
They give you plates and a non-transferable registration, explaining they need time to check the vin.
Spoiler alert, if it doesn't have a 17 digit vin there's nothing to check.

A few weeks the mailman brings a transferable registration.

Cannot get the form online, not wise to specifically as for it.
I took a pic of it on my old phone, not even sure it has a form #.

A bonded title may be your only
recourse.

Every state. Even the ones you think have government overreach, are better than Pennsylvania. We have a yearly state inspection program here. Most states are dropping that or never had it. I’d heard that Florida dropped it a couple years ago. But I didn’t know California of all places never even had it. Pennsylvania will never get rid of it. Too much of a cash cow for repair shops and the state revenue.
