sail panel boards for 69 charger headliner

OK I am confused about something regarding the sail panel boards on the C pillar interior for 69 chargers. I am currently installing my headliner and am kind of stuck. I have a nice fit up to the c pillars and believe I may have cut the material too short at the bottom to glue to the package tray correctly. I noticed they sell sail panel boards covered with the same type of material. What is the purpose for these vs just the uncovered? I know the uncovered go under the headliner. Are the covered ones optional to go over the liner or are they intended to go under also. I am just curious why they would be covered if going under the headliner anyway? Can anyone advise the difference and why? Any help would be greatly appreciated!

The headliner gets glued to those cardboard pieces and also a couple inches onto the shelf panel.
