Dave here is a picture of the taillight panel. Hopefully you can blow the picture up and be able to align the template accordingly. You might have to cut the template in the taillight area so you can move it up or down to align the holes as needed.

The holes in the taillight panel are approximately 3/8 of an inch from the edge of the taillight opening on the bottom, and approximately 1/4 inch from the taillight opening above on the top of the taillight opening. The measurements are to the center of the holes.

Well NOT a good day. Thanks @chargervert and @DeltaV for your help. Laid it out and doubled checked marks. Between Petes template and both his and Waynes pictures it should of dropped in by itself. Disaster and a no go. Nothing like drilling holes in a freshly painted car. Going to walk away and decide what to do. This was a repop tail light panel from AMD and was questioning if that might have something to do with it. Might just fill the holes and not add it. Not happy and the wind has been taken out of me.

How much are they off and how many?
Thanks Mark I did start to make the holes bigger but needed to walk away. All the studs lined up but seems like its all binding to go in. Holes are now up to 1/4 inch. I have two panels and the 500 panel seems to work better for the trunk lock. That to me doesnt make sense.
 
1/4” sounds about right for the hole size. A couple had to be slightly enlarged. Some of mine too were binding on the way in, but they all did go in. I put dum-dum around all the studs on the inside of the trunk after the panel was in place to prevent water from coming in.
