Super minor issue, but I’m wondering if anyone has seen this before. When the headlights or parking lights are on, the passenger side front turn signal will alternate from bright to dim as the effective blinker; on the driver side, however, it just simply flashes off and on. Is this just a bad dual filament bulb?

More than likely just a bad bulb. Drivers side.

Check ground also

To expand on the ground issue..
It has to go from the filament, to the bulb base, to the socket, to the signal housing, to the valance, to the fender, and back to the unibody. And usually all this stuff is old, or painted, taken apart, made in China, etc.
Whereas the power to the bulb is more direct.

This makes sense given how it functions. Thank you.
