Are these washer tank screws or something else?

Digging up and cleaning original hardware for my project and came across what I thought was washer tank screws. But after cleaning a bit found that they have copper washers. So now I’m not sure if they are. They are approximately 7/8” long and little smaller than 1/2” washers. Anyone have any thoughts or seen these or am I one the right path? Thanks in advance

Haven’t had any earlier than 66 cars. I thought they were washer screws but don’t ever remember seeing the copper washers on them. All repros have steel even from AMK

These type are also used for console body to floor brackets, fuel filler grommet to trunk floor. I have seen the copper washer type but not on washer tanks.
 
I had a 67 satellite and a67 sport fury and they both had those copper washers on the screws. They looked identical to your picture.
 
I haven't thought about it before but the copper washers make sense for mounting a plastic tank.
 
I would look on my 67 GTX but it’s been missing the bottle since day 2 or so. Maybe different supply for different plants or to make up for a shortage. Amazing what I find as I’m digging through hardware that I’ve collected over the last 40+ years
