Tighten lugnuts, wheels barely turn?

Like mentioned before pull the drums, tighten and check to see if the drum did affect the tightening.
While you have the drums off get to the axle adjustment side of the rear and make sure you can push in the axle flange and then pull out again to verify that the axles do have play. You should feel about a business card distance in and out.
Smaller primary shoe in the front. Take a sharpie marker and cover the front edges of the shoes. When you rotate the wheels when they tighten it should rub off the areas that are binding.
Even brand new shoes in a box can be defective. Take off the shoes, go to an auto parts store and compare them with a good set of shoes on the counter. The salesman should have calipers to measure but I would think it’s something noticeable. Don’t get cheap China ****.

These cars are old enough where they have to order stock and a newbie counter person could have ordered the wrong shoes.

Brand new China crap many times is bad.

Seems & knowing are two different things you received some good advice about removing the shoes & reevaluating the condition but seem to ignore it & rather take a chance, why bother asking advice.

All are great advice! And Ive learned a TON from asking for advice on this forum….. not sure where you’re getting me “taking a chance or ignoring “….
 
I'm smoking Koosh because your content with that torquing the lug nuts possibly resolved the problem, weather torquing or using an impact gun wouldn't make a difference there is a serious problem there & you should be taking it to the next level to find out what's wrong before driving the vehi. & possibly harming someone or worse.
 
Very recently, like yesterday, I had an issue somewhat similar to yours, except the drum was locked up e CD en with the wheel off. It turned out to be that the E brake cable was seized and the e brake actuator lever wouldn’t allow the primary shoe to return to its relaxed position. I cut the cable right outside the backing plate because it’s frozen up all along the way, and moved the lever that the cable goes to inside the drum, and that solves the problem.

Do your Emergency brakes operate freely?

Did you ever take the wheels off , pull both drums then put the wheels back on leaving the drums on the floor ?
Tighten the wheels and see how they rotate.
If they rotate fine at that point its going to be the shoes or the drums.
