Tighten lugnuts, wheels barely turn?

Like mentioned before pull the drums, tighten and check to see if the drum did affect the tightening.
While you have the drums off get to the axle adjustment side of the rear and make sure you can push in the axle flange and then pull out again to verify that the axles do have play. You should feel about a business card distance in and out.
Smaller primary shoe in the front. Take a sharpie marker and cover the front edges of the shoes. When you rotate the wheels when they tighten it should rub off the areas that are binding.
Even brand new shoes in a box can be defective. Take off the shoes, go to an auto parts store and compare them with a good set of shoes on the counter. The salesman should have calipers to measure but I would think it’s something noticeable. Don’t get cheap China ****.

These cars are old enough where they have to order stock and a newbie counter person could have ordered the wrong shoes.

Brand new China crap many times is bad.
