I used the umbrella style boots for years. Never an issue. Let’s face it these cars aren’t going off road. Along with the fact that they are well maintained and lubed. Water can’t go where there is grease.

All the head bolt holes are blind. Bolt threads aren’t tight enough to hydra lock when tightened. The liquid will just push out around the threads. Blowing them clean a a drop or two of oil (or suggested lube per manufacture) for more actuate torque for sure.

Carb cleaner is the best thing I’ve found to remove the brown varnish. Far more effective than brake clean. Mineral spirits won’t touch it. To be honest I haven’t tried acetone.i wouldn’t worry about seals. Don’t use them. Let’s see the frictions and bands.

With a factory linkage and adjustment that cam will be right where it is shown in post #13 at idle. Setting against the stop bolt. This is why there is a spring holding the linkage against the carb pin. When that spring is missing shifts an be late at part and throttle.

Something is strange here. I’ve had these screws out hundreds of times. Never seen a stripped hole in one of theses carbs. How does the screw feel going in? Does it bind. You state it wasn’t even tight. We’re all the screws started and partially snugged? Was the lid setting flat? How many are...
Heat the push rod itself. Get it red, then quench it with water in a spray bottle. Same idea as removing stubborn stud or block plugs by welding to them. It'll come out.

There will always be an area in the travel that's does nothing. Even with the factory linkage. I've never seen a cam adjustment that was off by much. Unless someone was messing with it. Just a heads up. Or if it had a incompatible throttle shaft. There are shafts that have the cam 180 degrees...

An Eddy carb is like most carbs. 2 mixture screws and a primary idle speed screw. Treat them the same as you would adjusting one carb. All screws out equally. With 2 carbs the air draw is half. So speed settings won’t require much opening. Won’t need the mixture screws out very far either...
